How is it in a government enquiry a civil servant can say no to a document the enquiry wanted?

You know the rule, Old-n. As Sir Humphrey clearly stated, you cannot have an enquiry unless you know the EXACT results, before you start.

Why does the term "whitewash" come to mind? Again?
