During this rush hour. British Transport police handling it so may not be an attack. So far, some injuries reported but not casualties. News will be coming in all day.

It's Parsons Green near Fulham, not Palmers Green which is North London

An 18-year-old man arrested under the Terrorism Act, in Dover in connection with the outrage. Commisioner Basu calls it significant but investigations are continuing.
