I remember this as it came only a couple of years after the war and people had neither the money nor the necessary clothing coupons to buy the new look lengthy flared skirts, dresses and coats ..... so, they improvised by buying materials in contrasting colours to the clothes they wanted to lengthen. They cut the bottoms from the garments, inserted the new materials and then sewed the bottoms back on. Very nice a lot of them looked, too
